Michael D. Carr is a native Delawarean. After graduating from Dover High School Mr. Carr graduated from Jacksonville University in 1971. He served as president of his class, and, in conjunction with Ralph Nader, was the baccalaureate speaker of 1971. Immediately following graduation from college, Mr. Carr was selected to head a federally funded project by the Chief Judge of the Family Court of the State of Delaware known as the VIP (Volunteers In Probation) Program. This Program sought to have community volunteers work with youth who had become involved in the juvenile justice system. After successfully spearheading this program Mr. Carr continued with his employment in the Family Court while attending Delaware Law School. Mr. Carr graduated from Delaware Law School in 1976. Mr. Carr is a member of the Delaware State Bar Association and is admitted to practice before all courts in Delaware and the Commonwealth of Pennsylvania.
